James Mueller was born and raised in the River Park – Sunnymede neighborhood of South Bend. He and his four siblings grew up riding their bikes up and down Greenlawn Avenue, across from Potawatomi Park.

After attending St. Joseph's High School, the University of Notre Dame, and the University of Delaware for his PhD, James worked in public policy before returning home in 2015 to join the Buttigieg administration as Mayor Pete’s Chief of Staff. James went on to become the Executive Director of Community Investment where he was responsible for attracting businesses to South Bend and investing in the neighborhoods.

When Mayor Pete decided not to pursue another term, James felt that he had to step up and run to keep South Bend moving forward. The city had reached a critical point in its comeback story and there was too much at stake. James announced his campaign for mayor in front of his childhood home on January 24th, joined by his girlfriend, Kellye, and a crowd of enthusiastic supporters.
